ARC’s review points to widening differences between federal and regional authorities. While reforms continue at the national level, implementation across regions shows uneven progress. These governance variations influence administrative timelines, licensing reliability, and regulatory interpretation — all key factors affecting investment planning.

Security conditions remain another major source of uncertainty. ARC’s field sources report that while large-scale national conflict has declined, several districts still experience sporadic disruptions.
